I need help with this one. Is this two different plants or is this normal color variation within the Shima Nishiki plant?

It is very typical for Shima Nishiki. It can have mixed red and white, pure red, or pure white (not seen as often) blooms. When it is young, it is more often to have single color blooms (usually red). The mixed color ones appear when the plant is more established, just as yours. The pure red flower resembles one of its parentage, Taiyo (the sun).

Thank you for that information. I posted a video of a walk I did through my friends peony garden and her Shima Nishiki is older than mine, or at least more established and it has the same two color flowers blooming. She thought it was because it was a grafted peony.
