Even though the showrunners have said in interviews that no one was killed in this incident (sure), I think it goes a long way towards explaining why the Federation almost needed to discontinue the Romulan evacuation effort after Utopia Planitia was destroyed. The level of destruction that the Living Construct inflicts on Starfleet here is on par with some of the worst battles of the Dominion War; with their main shipyard destroyed just a year after this, the Federation Council probably felt that they had to choose between either helping the Romulans or rebuilding their fleet.

i feel like this is going to have some political ramifications later down the line in another show after the events of prodigy Picard both cases having the fleet be compromised and damaged in some way and picard having a few more less than friendly incidents with romulans then there is the few other cases lower decks seems to leave up

I think the most egregious aspect of this scene is that every one of those ships weren't rushing to physically disable their own weapon systems and/or straight-up taking out their computers. Nevermind killing communications as soon as they saw other ships responding, and/or switching to some older analog-equivalent systems to spread fleetwide warnings about what was going on. I mean, I get that it's "just a kid's show" even though its not, but that is 100% what every one of those ships would be rushing to do the moment this went down.

It might not be that simple, internally destroying their phaser relays would probably cause quite alot more damage than intended and risk killing many of the crew, and trying to physically disable the torpedo launcher while it's actively loading and firing could cause an internal torpedo detonation and subsequent chain reaction, which would destroy the ship. Plus there's a chance that if they did that, that the ship would resort to ramming speed. It's also plausible that the effects of the living construct just straight up locked down access to those areas to prevent that remedy as well as outright preventing the crew from doing anything else like ejecting cores or abandoning ship. All in all what the aggressors here did is an extremely cruel and evil way of giving the federation a middle finger and doing their best to ensure that starfleet cannot survive. Even though they would because eventually ships would not go there and there are plenty of ships in other locations that would not show up there, not to mention utopia planitia still exists at this time, and earth spacedock would be fine too.

This could be the reason the Neo Constition Titan A used parts from the Luna Class Titan. The fact so many ships had been damaged would put certain parts at a premium

This was also around the year they lost the Utopia Planitia fleetyards due to a Zhat Vash-engineered Synth revolt. While the supply issues resulting from losing the fleetyards were the primary reason for the 80102-A using parts salvaged from the 80102 (as noted by the PIC S3 production team), this battle with the Living Construct likely did not help.

I’m wondering if all the infected ships were scuttled or decommissioned since they could not guarantee the Living Construct didn’t spread. That could be how they Enterprise E is lost.

Neither Sovereign class was the Enterprise-E, I'm guessing they were both the USS Sovereign. Considering the first ship's number also began with a 7. CBS is lazy that way.

To be fair this instance was unpredictable and also future tech being used against them. The Borg incident has been in the works since wolf 359, and was teased by the queen during voyager, the setup of which likely went down by way of the changeling infiltration putting in the pieces, hell I would not be surprised if Shelby was a changeling

Yeah, but the move they made was entirely reliant on there being, you know, gravity a second or two from that point. Fun battle and all, but that one little part was awful from a believability point of view.

Starfleet believes the ship is stolen. And the kids flying the ship can't use communications to explain the situation because that would spread a computer virus the ship is carrying.
