I had a 4 cycle Troy Bilt mini tiller come in needing some carb work. While the carb kit got it running again, it still was a little sluggish with the choke off. Sadly, my options were limited as this was a non adjustable carb. If I remember, these 4 cycles are hard to get just right anyways.

Best way to fix anything that uses a cube style carb. Replace it. Did that with a Redmax timer recently . I just needed the fuel lines and grommet and to get the carb was only a few bucks more .

Yeah and this one still could have run better even with the new carb. Not a fan of these style carbs or the little 4 cycle stuff in general.

Your first instinct is correct, usually a small D rite in the center of that black plastic. Yours looks like it's unplugged. A lot of times they come with a plastic plug that has to be removed before you can get to the small D adjustment screw.

I can’t use battery or air tools to start bolts, I’ve seen to much damage done that way over the years and they left it messed up Taking apart ok ✅

My TB146ec starts but nothing happens when I squeeze the throttle handle. How do I diagnose reason?

You probably have a broken or disconnected throttle cable.
