My understanding of the rot is that it is a degradation of the reflective layer, not the plastic data layer. In theory, the label, lacquer and metal layers (which are all external) could be stripped and reapplied. Normally, the manufacturing process has sophisticated machines apply these layers, but I wonder if anyone every tried doing this by hand. It's just a form of paint.
