Turn my Basement Foundation Ledge into a Command Center Office Platform

I want to move my computer to the basement arcade; but, my basement foundation has a 10inch tall by 18 inch deep ledge that surrounds the entire perimeter. It ruins any ability to fit a normal desk and chair against the wall. So, I’m going to build over it.

I'd put some sort of fencing up in order to prevent falling off the platform

Nice. As others have said, you definitely need something to prevent the chair rolling off the platform.

Be careful not to fall off the platform if you move your chair around a lot.
