But due to corruption the money allocated was never used to build fortifications. This is the same problem Ukraine is facing in the Donbass. After the fall of Avdiivka Ukraine was supposed to fall back to fortifications on the outskirts but none were built. The downfall of Ukraine will not be brought by lack of western aid or resolve but by the inability of Ukrainian officials to contain their greed and prioritize national security over lining up their own pockets.
