You need only a turtle scute to make a potion of the turtle master, to obtain a scute, breed 2 turtles and wait for those turtle eggs to hatch. Honey bottles cure poison only. If you splash a negative potion or a positive potion on a creeper, then you make it explode, it leaves a lingering effect on the ground of the potion you threw at it.

no, you need a turtle shell, not a turtle scute. shell is made out of 5 scutes.

You need 5 scutes for a turtle helmet which is used for turtle master potions

Because that combination will only make an awkward potion which has no effect. You must add another ingredient to achieve an effect. Watch the video again. You must also add the ingredients in a specific order i.e make an awkward potion first (except one potion) then add the ingredient to achieve the effect, then add the enhancement ingredients. All as described in the excellent, brief and to the point video.
