I really enjoy this environment asset from ILRanch on the Unity asset store. (assetstore.unity.com/packages...) It's built for the built-in render pipeline but because all of the materials are made with the standard sharder it very easily upgrades to HDRP. The scene itself is lit for day, none of the additional lights are present in the scene as it ships. I added spot lights to all of the lamps and street lights, and box shape area lights to the big screens and signage. I'm going to be replacing the static images on the large screens with video.
