To study abroad you must have to submit your document to that particular country where you are going to study. Without attesting your documents from HEC you cannot submit your documents out of Pakistan.

There is less population is Germany, we are used to see alot of people on roads, this is not the case here, but still you will see people on public places.

If you are from pakistan, You have to first verify transcript from HEC then notarize the photocopy of it. The vpd takes upto 8 weeks. But univeristy of siegen does not require it.

I am from India. So is it ok for send notarized copy of transcript to uni-assist?

Don't know about that but you could still get appointment in time if you apply in the first or second minutes when the appointment opens in mid may. Although appointment date hasn't been announced yet.
