I think there is a guaranteed way he will drop (winning 5 ranked matches in a row) and then there is just that small chance that he randomly unlocks after a match, because i've never gotten 5 ranked wins in a row and also unlocked him

I think I know how you got it. I have heard from somewhere that if you get your special moves to lvl 10, then you get revenant Liu Kang. Extras -> Offline Kombat History -> Progression Rewards. Then scroll down and you see special moves and it tells you what lvl it’s on. Btw, it’s the special moves, not EX special moves.
