A leading carers' charity says that a "huge" number of unpaid carers looking after disabled, frail or ill relatives, are facing severe fines from the government. Carers UK has now launched a petition calling for Parliament to review and reform the Carer's Allowance to increase support and reduce overpayments.
Elizabeth Tait looks after her son who has Down's syndrome and had to pay back the government £1623 after taking on extra supply teaching shifts to help with her family's finances.

Unpaid carers save the country £162 billion per year - the equivalent of the entire NHS budget. Every time a carer gives up on unpaid caring because they can’t afford to live, it costs the public purse around £88,816 per year to provide 24/7 care to that carer’s loved one. The country would go bankrupt overnight if carers stopped putting up with this nonsense - they are holding this country up and out of economic implosion.

Unpaid carers and volunteers in caring roles, and add in the volunteers on the likes of blood bikes and patient transport are saving the government way more than that! Any over payment when they still have someone to care for should just be written off. Small change compared to what the likes of energy companies and others can get away with with “creative accounting”!

I can remember a journalist writing a piece about unpaid carers “if all carers gave up caring, the economy would collapse”. That stuck with me. Caring is definitely for LOVE and not for the money, and the government knows this and use it to their advantage. Evil bar stewards

It is less than that as they are often caring 24/7, not 35 hours a week, which is the minimum they must care for in order to receive the allowance. They can actually only be earning about 48p an hour.. If they were to have social service carers come in, then paying the carer and agency would cost about £30 an hour, even though the actual carer only earns about £12-15 an hour. It is criminal how family carers are treated, the hoops they have to jump through and how they are now being criminalised.

Some people will get in a relationship with you just to collect carers allowance and not have to look for work then dump you as soon as you have to go to hospital and it looks like they’ll actually have to do something though.

No if you go over by a penny , I was 2p over the poverty line and I couldn't claim anything, would have been better off benefits , but couldn't do that if I packed my job in to claim benefits I would have to wait 10 weeks for the claim to be processed

The reality is that the disabled people themselves are receiving benefits to cover the cost of additional care. Personally, I would happily increase those allowances and get rid of Carers Allowance entirely - leaving people to pay for their own carers, be they private, or family. This would reduce the need for bureaucracy to administer a second benefit. It also gets rid of the wildly unfair situation where those who can name a "carer" end up with a significantly higher household income than those that can't.

You should cover MPs claiming 2 houses and saying honest mistakes, side by side with carers who are being punished for little mistakes, and show the hypocrisy by those elected to serve and serve no one but themselves.

The basic annual salary for an MP from 1 April 2024 is £91,346. MPs also receive expenses to cover the costs of running an office, employing staff, having somewhere to live in London or their constituency, and travelling between Parliament and their constituency. Meanwhile carers receive £4,258. How is that fair?

​@@irenedavo3768 Your absolutely correct on that but why do you mention it. Carers are heroes and the physical, and mental toll is exhausting. There is no monetary value on that. They are talking about reforming to a Voucher system so that will take care of getting too much. I suppose it could work where they have to itemise every spend so they will not even be able to buy a bunch of flowers being a luxury. Do you care for someone?

The system needs to change drastically to help unpaid carers. It's extremely hard work and 151.00 a week doesn't pay for anything. Many peoples electricity bill is more than that

As long as she is caring for her son 35 hours a week her earnings beyond that time should not be government owned. She has saved the government a lot of money by caring for free

I was a long term carer for my mother. After she died I tried to get back into work but was told by employers I had been out of the job market for too long. When I asked my MP what the government were doing to help long term carers back into work, she told me to visit the job centre. We save them billions and they don't give a f**k about us.

I’m glad this topic is reaching mainstream media. I have been a carer for over 11 years and it’s exhausting. Receiving less than minimum wage for a job that never stops with no days off. I have in 11 years had 2 days without my caring responsibilities only due to the fact I was hospitalised. Carers deserve to be given respite to recover and an actual reasonable amount of money to live on. I previously calculated it would cost around £17k a week to cover the cost of the caring responsibilities for my family if I said I’d had enough. Enough is enough help those that need it urgently before we fail.

I had to close my company when my father died and a few weeks later my mother was diagnosed with Alzheimer's. As an only child I had to become my mother's carer. I get carers allowance which somehow is supposed to cover my existence. I have my own house I was doing up, which now I try and work on when I get a few hours to myself every week. Basically I'm living on my savings which I suspect is the same for most carers. I've paid my taxes for 35 years and also lots of taxes from my company, but there is basically no help when you need it.

I have been a carer for my mother for about 20 years and have been paying those darlings at the dwp back money for about 7 years now ( only another 2 to go ). Because the local bank closed its branch and I put some of my parents money into my bank account because it was easier and I wouldn’t have to drag my disabled mother 10 miles to the next nearest bank. Anyway they knew very well that the money account but they insisted that I pay back over £6000. I have since learned that neither of my parents received state pension for over 22 years ( my mother is 83 and my father passed away 4 years ago at the age of 82). Those little sweethearts at the dwp would only pay back 1 years back pay of £4000 so that’s well over £200 thousand pounds they have lost out on. The double standards of these individuals is truly sickening.

As a carer this is exactly what happened to me I got a second job and got fined £1000 and then fined again £500… also the more I work the more council tax i pay changes all the time! Then hit with bedroom tax of £70 a month! I can’t even afford food and not had a holiday for 10 years!! Worked in retail in the pandemic risking my life and my elderly dads just to survive!

My son was my carer for 2 years and was paid £65 a week. This nearly destroyed our relationship. He was made to pay it back with no explanation and at the same time I was forced to pay back £7000 for a false claim. I'm bed bound and unable to walk. Make that make sense. Carers who can barely speak English from overseas are being employed and doing minimum work for average £12 per hour. Yet family members are paid so little. Why pay Migrants when family members are so much better

Disgraceful. My mum is my 24/7 carer. I’ve been bedridden 8 years. Tube fed, IV fluid & IV medication dependant 6 years. Stoma bag 3 years. She manages it all. Plus the phone calls, the deliveries, the restocking of supplies, writing emails etc on top of house chores and being a single parent to my brother also. She’s never had respite, even when I’m in hospital. She gets £65 a week. Yes it’s something, but it’s not enough. Her health isn’t taken seriously either. She deserves better. 😢

Another issue that needs to be addressed is, when you become a pensioner, your carers allowance automatically stops. Yet we are still caring for our loved one, now an upaid.

I’m one of those carers affected . £8,000 paid back in 6 years from UC. Still rising , now I have to file a debt relief order . Carers allowance was taken as income from UC and they want to deduct it again . It affected my housing benefit & council tax this caused an eviction notice. Council tax also admitted to mistaking me for another tenant of same name AFTER I asked them to investigate the possibility as it had happened since the 90s. I have been receiving therapy because of the effect .

I was a carer for my mother. I was incorrectly told I couldn't claim carers allowance. Months later I found out this was wrong but they refused to back date the allowance to when I first tried to claim it. Seems payback only works one way.

Carers allowance pays about £2.32 per hour, which is disgraceful. If you also work and earn even £1 over the limit, you'll lose that £81? That's ridiculous!

That would probably be an horrendous thought to Mum. Seeing that there is a high amount of abuse for vulnerable people in institutional Care. Personally I wouldn't pay SS out in washers. I know of someone with an Autistic Spectrum who was in assisted living. They wanted her to get a job in a pub washing up. She also used to get nasty comments and was not treated very nice. Obviously the Family came to her rescue.

@@wordwordful I hear that and am so sorry for people treated like this, And as your aware people fall through the cracks in care there just a number on a form, What I was getting at is carers are around £15-20per hr, so if she give a minimum hrs of 40 per week & we all know it goes to some times double right, it would be around £800 pound per week not around £80 per week as family carer.

The so called judge needs investigated immediately. If not then it’s very obvious the government has decided this is ok. The dwp are an absolute embarrassment. People on less than £30k a year think they are the deciders of fate. Imagine having no fckin morals for less than £30k a year. That’s what really gets me. Tribunals are not recorded Been to 4 so far re education. Rather telling is it not. The judge and panel will receive significantly more for their days work that a carer gets Carers should be seen as the saving they create and add in the loss of their earnings due to being a carer.

Anyone remember when the Government did a push and sent sick and disabled to Atos for examination. The man who weighed 6 stone and had Cancer was deemed fit for work. It was in all the papers. Some months after he died. Callous to say the least.

That's why I don't receive any carers allowance while looking after my son suffering from effective schizophrenia 24/7 without any allowance bcoz it feels like you are being trapped in accepting it. I have severe medical and mental issues myself but I have been looking after my son for decades now.

My mum is full time carer to my dad but as she’s a pensioner she can’t get carers allowance. She has to lift, move, wash, feed and do everything for him on her own as she lives so far from family. There aren’t enough home caters in her area to get the help she needs. So she struggles alone. It’s an appalling system for carers

This happened to me about 5 years ago. My Dad had his PIP cancelled and didn't tell me so although I was still caring for him I wasn't eligible for carers anymore. He got his PIP back a year later and about a year after that the government noticed I had received carers for a year while my Dad didn't have PIP and decided to claw it back from me, still paying it off now. But hey, Tories got to pay for their parties somehow right?

Tories couldn't live on £84 an hour let alone a week! Glad your dad got his PIP back, just wondering if it was back dated because of the appeal process to when he lost it, if so, technically the carers allowance you got would have been paid to you anyway and you shouldn't have to pay it back!?!

I had to pay back universal credit worked it out at around £260 I was lucky I found it so early I told them and they sent me a letter saying they looked at my claim and found that I have been overpaid when it was me that told them in the first place

When my late husband found out he was entitled to a benefit for an industrial lung disease diagnosed some years before he received a very nice letter explaining they could only backdate his claim for 12 months. So if it works that way why not the other when it's their mistake?

I’d love to know how they come up with these figures…Elizabeth’s son is entitled to benefit in his own right and should have funds to pay for his care like the independent living fund. I’m not sure if it still exists but it should!

It’s outrageous demanding money back like this when they are so underpaid for the care they give. How much would it cost the state if they give up caring and the state has to provide it instead. It’s cruel and impossible to find your way through.

I got no help caring for my elderly Mum with Pancreatic cancer, because I didn’t want the stress of having to deal with the DWP. I was also caring for her before she got that diagnosis as my father passed away 2 years earlier after this government delayed his lifesaving immunotherapy treatment for an aggressive bladder cancer because of COVID. I’ll never every forgive this government, because they’re going after vulnerable people like the sick and disabled along with carers. The government are an absolute disgrace, they have no empathy or compassion for vulnerable people in this country.

Just lost my husband to multiple cancers, inc brain tumours. 13/15yrs of zero support. DWP didn't pay any carers allowance to me. To survive on less than £7k per annum. Paid over £3900 in electric costs, so have chosen not to eat in lieu of putting fuel in vehicle to get to medical appointments.

As a foster carer (18 years) I qualified for WTC. The change to universal credit meant I was expected to attend regular, " back to work" interviews to qualify for the benefit. I had to disengage because I'm a fee paid foster carer that cannot take any additional paid work (fostering rules). Now they want £350 back

I was my mothers carer for 25 years and never received a penny,got no help of any kind,I sorely miss my mother but I was somewhat relieved when she died for which I am endlessly guilty and it eats at me ever day I was told because I was working full time I would get nothing so for 25years I never had a holiday or a day off

If you (just for example) have other children as a single parent, therefore have benefits capped without working a certain amount of money. I'd like to know how the government are ok with this. Particularly when employers have to be reasonable regarding hospital appointments, illnesses, emergency situations. And any support claimed for DLA is deducted anyway. Frustrating if you have paid a lot in tax and NI for years until this occurs

I look after my father. He has Parkinson’s and dementia. He’s in his 70’s and lives alone. I rent a house and live with my two children. I looked into carers allowance because I thought that might help us all out. But it was so complicated and so little pay for basically a full time job, I just couldn’t even understand why it was even an option. It seemed to have been made so that people did NOT apply for it. I’m currently working a part time job so that I can still go and look after my father and take him to appointments etc. but now that the cost of living is so high, I can barely afford my rent, in fact I can’t afford my rent and I’ve just been paying as much as I can at the moment until I find a full time job. But of course when that happens, I won’t be able to be there for my dad as much as I have been and I’ll worry about how he’s coping during the day. It feels like the government do think we are scrounging and using the system, even though we just want to look after and take care of our elderly/disabled family members.

An oversight from the DWP. It is their job to make sure people get the right benefits they are entitled to. It’s their fault they didn’t jump on this overpayment sooner. Then to expect this lady to find such a large sum to repay?. The Dwp should take some accountability for their late oversight and write this debt off. As if the caring roles that consumed all of her time wasn’t enough to think about !.

I'm caring for both my parents as they are both sick (86 and 83 years old), but the government only pay carers allowance for one parent. They seem to think it is an easy job.

i get paid as a carer for my wife they then take the mony they pay me out of my wifes money so i actualy / we do not get the £80 ish its like a shell game

People like this lady should be fully supported, she’s caring for her son, while this country pays billions to put migrants in hotels, it’s an absolute disgrace, I wouldn’t pay a penny back, take me to court.

A very strong lady, it is awful to hear about the DWP making her life even more difficult. I've had the same happen to me with DWP and the stress is enormous. It has a knock on effect to other benefits, eg housing benefit, which then has the Council after you for repayments. I have a lot of respect for this lady, maintaining her dignity throughout. Appreciate this very compassionate former minister adding to this discussion- he is clearly a man of principle to have quit his post over Government's treatment of disabled people and their carers.

They have to balance the books so recoup monies from the vulnerable to off set Ukraine, Migrants, Hotels etc. The Scales of Justice are broken. Sometimes it's just a mistake the DWP make.

MP’s get caught out putting in fraudulent claims whilst on four times as much as the average wage- “ooopsie” Unpaid and overworked as it is carers accidentally claim and extra 25 p - “YOU POS GIVE THAT BACK, SEE EVERYONE THESE PEOPLE ARE THE REASON WHY YOU CAN’T GET A HOSPITAL APPOINTMENT / GP’s / AFFORD TO FEED YOUR CAT OR HEAT YOUR HOME”

I cared for my mum with Vascular dementia, and many other problems. I still worked (reduced hours) even though I was up to her day and night. I applied for Carer’s Allowance but was told I had too much Old Age Pension as I’d worked for many years.

I was a teacher and one of the shocking statistics I saw first hand is the incredible amount of children caring for family members who have significant medical needs. Now I am disabled myself, I have moderate me/cfs and I am trying to get an ill-health teacher pension. I have been turned down because “I might get better”. You don’t get better from ME/CFS. It is a lifelong condition, all the research shows that you can manage the symptoms but not recover from them. The system is completely broken. I do get benefits, drastically reduced from what I earned as a teacher, and I’m terrified that one day I’m going to be told I have to give it back.

The, 'lets hope you outgrow it' attitude is most certainly rife!.... Ive had the exactly same response about my disabilities recently from PIP.... Although theyve been TOLD REPEATEDLY that its a degenerative condition, but STILL they insist different.... It actually makes me extremely depressed 😔 and often leads to suicidal tendancies x

Carers allowance needs a big review, My sister and I were carers for our late mother saving the government and local authority thousands as we worked full time but sorted our hours to ensure that we were there at all times.We obviously could not get carers allowance but did not get much help from other areas either, it is stressful, emotional without the Government penalising carers, it should not be means tested.

Carers that care for family are never properly recognised. We save the authorities thousands of pounds each year but as a result of this we get a pittance to live off and we don’t get our stamp paid so in later years we will miss out on the state pension we're entitled to because we haven’t paid enough into the system to get it so essentially we're dammed if we do and dammed if we don’t!

The care bill for a friend of mine is £591 per week, while family members who are obliged to care for family members have to sacrifice so much in terms of quality of life and financial security. £86 per week is not even equivalent to the cost of a days care and we are not talking about paying high hourly rates. Carers allowance should never be means tested, because family members who care for their loved ones are saving the tax payer an absolute fortune
