I'm guessing the bag and folder are water resistant but you can add an extra layer of security by putting them on those clear plastic binder sleeves

Your bag is better than having nothing. Keep growing, learning and actually practice using your stuff. Those things are useless if you can't use them.

There are a few basics I think you should have: A large black thick garbage bag for shelter or even for privacy if you’re in a shelter with others, and also water purification. At the very least, a metal cup you can boil water to drink. I would also carry some bottles of water in there. Thin wool socks. If you often wear sandals in the summer, put walking shoes in there.
