The best option to get a new US phone number while in Pakistan is to get a 'Skype' number for the US city you are planning to be in. If you don't know your exact city location yet, get a US phone number based in a large city - like New York, Chicago, Los Angeles, Dallas, etc. Skype is Microsoft product and it works like Whatsapp so you will have the app on the mobile cell phone and it will work on WiFi. To get Skype number, log into your Microsoft account (or make one with your email) and chose 'buy a Skype Number'. it will cost your about $50 for a year or $4 a month. I tested it personally while in Pakistan a couple months ago and it works perfectly in Pakistan over WiFi both for send/receive text and calls without a need for VPN. It will give you a US phone number you can then share with others. and when you arrive in USA it will work in all places you have WiFi - hotels, Univ, libraries, restaurants, etc. When you get settled in US, you can port that skype number to any US mobile phone company, or keep it as your wifi number.
