The note of the bell is b flat.

It seems to ring on slow motion. Is that dew to how high the bell is above the bearings.

Sadly after 8 years nobody answered you? The reason it ring slow is the head stock which the bell is attached to is arched so in effect counterbalance the bell. Also notice how the clapper is counterbalanced. This type of bell is called a bourdon bell. It was a good question and needs a good answer I feel.
