Are the police officers supposed to jump in with 50 pounds of equipment strapped to their chest…..and SOMEHOW pull a full grown man out of the water? That would’ve resulted in multiple drownings.

Exactly, it’s very common for people to drown while trying to save someone. Also the guy should have never jumped in, it’s not like the cops pushed him into the water. He went in himself

He wasn't being detained. The cop told him not to do it. He shouldn't have gone for the swim. There is a point where people need to take ownership for their decisions. It would have been nice if life preservers were available.

He was mentally I’ll and surrounded there was only one way to go in which he climbed a barrier that was actually illegal to do why not grab him then, or even sliding down the embankment, or even as he sat there before sliding into 8 feet of water. Why did they even chat with him after girl friend said nothing physical happened. In all honesty they were looking for a way to pick him up looking for warrants while he did nothing. Being mentally ill and homeless isn’t a crime that doesn’t make him a suspect. If they weren’t gonna help this man maybe they should be on the streets looking for drug dealers. But that’s to dangerous as well as trying to save an innocent man drowning.

some have mental health problems and need help so at this stage when he jumped in after having an arguement help should of been sort for this man ... I mean leaning on the balcony and saying how far do you think he can swim to his colleague it was obvious to see he was going to get tired swimming and he did asap!

Without training and proper equipment, attempting to save a drowning person is very dangerous.

No it’s not…any person who can swim can perform a water rescue, especially in calm water like Tempe town lake. All you do is swim backwards pulling the person keeping both your heads above water.

I agree, I was a lifeguard, and we were reminded often, of the great risk of being drowned ourselves by a panicked drowning person. We are told to only give a life preserver, and tow them back with the rope, and stay out of grabbing distance unless they pass out. A police officer is not trained for this, and rescuing a drowning full size grown man without a preserver/float is VERY high risk for them.

When the flight Bound for Florida crash you'll need Key Bridge in 1982 I believe when the Potomac River was frozen over ordinary citizens drink down and jumped in the water and went after people in street clothes and way below freezing water to save people even news helicopters and stuff got involved honorable people sacrifice themselves for others a coward like yourself will stand by and do nothing I'm sorry you are a coward

This is sad but I wouldn't jump in the lake after him because they told him not to swim in the lake. It makes no sense for them to risk their lives after they warned him. If he's drowning he's gonna be frantic to survive which will put the other person at risk of going down with him. This is sad and I don't understand that man's reason for doing that, but those offices should not be held accountable. I don't mess with lakes or rivers because of undertows and if you get a cramp it's over if you're out too far.

I think that dude thought he could swim with no problem. Then there was a problem. He was asking for help which means he didn't mean to have happen what ultimately did. Very sad....💔😥

right!? thanks so much for being a voice of reason! i have a friend whos a cop & with all the changes that have been put into place in the last couple years , it's so sad to hear about what they're simply NOT ALLOWED to do in order to DO their jobs in a way that people don't misconstrue.... literally.... or else they lose their jobs or risk putting themselves in a no-win situation in which they'd be highly likely to lose their LIVES ..... all because of either policy or other stipulations or circumstances that the public generally misinterprets negatively 🤦

I completely think the same thing. He's not a child. They would of jumped in if a child fell in. It's not their fault. When they said "I'm not going in after you", it's what we all would say after a GROWN man jumps in and says he's going for a swim and then says "I'm drowning". They have no idea if he's lying or not. For all we know, the guy was beating on the woman and has a history of being combative with the police and trying to upset them. I'm sorry but the man did it himself. I mean his wife or whatever could of helped too.

I hear that garbage excuse from cops all the time. How their hands are tied, or how tough they have it. Translation, they hate transparency and regulation. Now, that doesn't describe all cops. But it describes cop culture and their standard vindictive response when any type of reform is mentioned. People in power don't like being told no, or that they're wrong. It's not about them jumping in to save him, I've seen Tempe PD more aggressive toward a person who flipped them off, or a person with a camera at a police station. I do agree that having a medical professional would have helped. Because cops are trained like hammers, to bludgeon. Jumping in after the man wasn't the only option, I can't say what each officer did after the fact but the one with the body cam, showed the least concern during a potentially hazardous situation. We'll see how much time elapsed between when he was begging for his life, and what was done to help when new evidence surfaces.

I was a local swimming pool lifeguard at a small town pool when I was a teenager growing up in Ohio. (I'm in my 40's now). But ONE thing I have NEVER forgotten from my training (Red Cross certified) was when we learned ***REACH, ROW, THROW THEN GO***. Getting into the water for a rescue is the absolute LAST resort. A person trying "not" to drown will drag their would-be rescuer right under with them because they (drowning victim) will almost ALWAYS wrap themselves around anyone trying to help as if that person were a buoy. Very sad incident for EVERYONE involved. I do hope he's at peace, and all those involved can be okay with finding that peace.

Absolutly right. Except in knee deep water, don't go in. There is no law that compels any one to rescue a drowning person. Dogs are a problem as well. I have a method for rescuing a drowning person, but you need training for that. It is dangerous at the best of times. That bloke was heavy and strong, and crazy as well.

@@tonylawrence9157 agreed, there wasn’t much they could do for this man.. sad all around. I am curious though tony, I have never heard anything in regards to rescuing a potential drowning dog? Do they pull you down as well or what? Seems like they would be way easier than a human.

the guy was not under arrest....he willingly jumped in the lake and he did swim away....the officers had no rescue equipment and we're in their full uniform which means many heavy objects.....jumping in would have probably ended with two people drowning....also, maybe they were not swimmers....I'm not......and why didn't the wife just jump on in rather then trying to intimidate other people to do so.....the one cop stated to the victim "you're not supposed to swim in the lake" which means to me that swimming was prohibited due to strong undercurrents which made swimming in that area very unsafe..... cops are not rescue divers.....sorry for the loss of this man, but this is totally on him, not the cops.

Could they maybe have radiod for water rescue instead of making fun of how far he could swim. They just allowed a man to drown. No backup call on this one but go 5 MPH over the speed limit and you have 10 cops. THEY NEED TO BE PROSECUTED

@Mama Mia they did. A boat was on the way. But he made a dumb decision and put himself in harms way even after being told not to. I’m sure that if there were floatation rings at the scene they would have used them. But not going in after him was a smart and prudent decision, unlike the victim.

It’s really sad, but he chose to go over the gate, he climbed to the bottom and asked them a few questions and still decided to go in. It was his choice. His actions caused his own death.

I slowed the video down to read the transcripts and honestly.. this guy wasnt of sound mind.. he has a daughter.. fighting with his wife in the street with things scattered around in the street.. at 4-5am.. and he gets the smart idea of 'swimming away from officers' and then cries out to god when no one comes to save this mentality Ill 200+lbs grown fat man.

They're acting like it's the police officer's fault even though the guy jumped in right in front of them It's not like the police are responsible for everyone's mistakes. I don't even think they are responsible or expected to jump in after someone. (Depending on the scenario).

I just said the same thing as you, basically. It’s sad but if a person makes a dumb decision, they also get the consequences. Why didn’t his wife jump in if she was so concerned. It’s HER HUSBAND. He wanted to “go for a swim”. If the officers had gone in we would have 3 people Thant drowned.

If the officers jumped in fully dressed, they would have probably drowned too. You have to be trained in water rescue to be able to handle a panicked swimmer. What did you expect the officers to do?

@@louiswood57 whole different ball game. I agree with you on the school shooting. But jumping in with all the gear and clothes is a fools mission. It dangerous to try to rescue a scared and drowning (and large) person if you aren't trained to do so. That man chose his own fate. They did what they could to calmly try and talk him out of it. Circumstances make all the difference.

Surround a homeless mentally I’ll person tell them they’re free to go in which the lake is the only way where there isn’t officers. Watch him climb the barrier which is illegal but don’t stop him there let him try and swim away, yup case closed just a dead mentally ill homeless man one less on the streets. Some cops are heroes, but most do nothing. Cops carry life flotation device frisbees in their trunks, it is part of every cops inventory in their car. It is called a ResQ Disc. They didn't even try to go get it and throw it to him at the very least...

There are people out there with mental health problems and some that act with out thinking when upset ..there are also people with learning difficulties without getting the person help you Carnt and should not leave them to drowning ...they didn't after jump in ....just blow in for help asap

He was also being held against his will. The cops were violating his civil rights. It was the fact the cops were trying to take him to jail for no crime. They pushed that man to jump in.

It's the most naturalist thing in the world to get help for some one you could see would most possible drowned given the distance of the river ...but they leaned on the railings looking out apparently one cop saying how far do you think he can swim... Cops more interested in checking if they had any reason to arrest him then helping him....shocking !

Not sure why the officers are getting blamed for anything here. Maybe the guy shouldn’t have decided to go for a swim to avoid being arrested for the warrants he probably knew he had.

Because usually when you see someone drowning you at least try to look for something like a rope or flotation device. Not saying they have any liability but it's just human nature to make some kind of attempt instead of just watch someone die.

@@CyFi6 I have a hard time believing that if there was a rope or some other way for them to help him out (other than going in themselves) they would have just stood there and watched this happen. So I agree with your point that human nature is to help and I’m sure they would have if the resources were available. But we also need to start taking a little bit of accountability for our own actions and poor decisions. This guy probably had a minor warrant and would have been out of jail in a couple days at most….but HE chose to try and avoid being arrested and is the only one responsible for his tragedy. It’s heartbreaking but was completely avoidable.

To those who think cops should have jumped in: Have YOU ever rescued a drowning person? You don’t just grab them and pull them to shore. They are FREAKING OUT, desperately trying to breathe (because they are dying) and pushing you down into the water with ALL of their force. Now imagine they’re a grown adult man, a big dude, and you got a bunch of heavy equipment strapped on you. This may be one of the rare times I defend the police, btw. I will never forget rescuing a drowning person and nearly drowning myself..

Y'all want to scream racism, division, and spew hatred towards a group of people because of their job, whilst doing the same, AND WORSE to each other EVERY DAY! THIS is sad - what our world is coming to. It won't last forever, but it darn sure isn't getting any better. Better pull yourself up "by the bootstraps" cause it's going to be a rough road ahead. Accountability! Actions have consequences. He was told NOT to go in the lake repeatedly. He jumped in the lake. Only he knows if he can swim or not and how strong a swimmer he is. The police are street cops and loaded down with gear, they are not rescue officers. Please, everyone, young and old TAKE WATER SAFETY CLASSES!!! Learn how to swim and teach your children when they're young how to swim.

Under normal circumstances I would 100% agree with you, but there are tons of videos showing police officers risking their lives to save animals that have fallen in a river or lake. And of course patrol officers are not obligated to save animals that are in need, but many have done so. It's pretty cold hearted to watch someone die when you're in a position to do something to help. We can debate over whether or not it was the guys fault for jumping in, but it's also pretty clear that the responding officers showed a lack of empathy over the situation.

@@kaep7410 Very good response. The officers fully embraced the art of self preservation in this video. The officers that responded to the Uvalde school shooting did the same thing as well. They didn't want to risk their lives to save kids who were in danger. One could argue that none of those officers had any training in dealing with mass shooters, but you're assuming that these officers didn't help because they didn't know how to swim. I'm simply suggesting that they didn't help regardless of their swimming capabilities.

@@StayTunedReviews What your saying is irrelevant tbh. It would be a different case if there was no law enforcement there and the police officer arrived after he entered, and said no to going in. But the guy jumped in and basically committed suicide... Don't eat poison and expect not to die. Is there no accountability? As if that isn't a grown man in his 40's, not a little kid?

Absolutely heartbreaking. Unfortunately he went in the lake on his own, there is little they can do at this point. It is extremely dangerous saving a drowning person without any rescue equipment available. The drowning individual will literally drowning the person that is trying to save them because they freak out and will try to get on you pushing you under water. I have been in that situation and thankfully I stayed calm and when they grabbed me and pushed me under I was able to take a deep breath before I went under. The water was approximately 15 feet deep and I was able to go to the bottom and push off the bottom and push her up to the top. There was a boat near by that seen what was going on and was able to throw a life vest to her. If that boat didn't see us and help we both would of drowned.

@@lilphilosophy481 I was LE for 26yrs and personally I would of went for him as soon as he crossed the barrier. 2 officers there, I would of stripped my gear and stopped him. It was obvious this gentleman has some sort of mental issues and displaying it clearly. I wouldn't be going after him to arrest it would be to calm and defuse the situation. I wouldn't want him going in the water and drowning. Do something don't just stand and watch. Yup the city will pay out on this one for sure. Prayers for his family 👪 🙏

........without a ring buoy, rope, or ANY USEFUL RESCUE EQUIPMENT. Forget the social workers. ANYONE - with ANY compassion - FOR ANYONE ELSE - could have done this - or thrown a lifeline - IF HE OR SHE were properly equipped. Maybe the DOCK and the boardwalks SHOULD BE PROPERLY EQUIPPED.

Sad situation to see someone lose their life over doing something so blatantly stupid and preventable. And typical of the media to project blame squarely on the shoulders of the police. This tragedy is apparently the cumulative effect of bad life decisions: addiction, committing crimes, failure to appear in court for those crimes, and total lack of impulse control. To those who he say he couldn't swim, you can clearly watch his strokes and see that he has at least basic capability. For a sizeable part of the population, commands from law enforcement are merely optional words. Neglecting the simple statement that the victim was not allowed to swim in the lake cost the man his life. This is not a failing of society, but a very willful exercise in defiance of laws meant to protect the general public.

If you told some jerkoff not to climb a rail at the Grand Canyon and he starts to slip, a hundred bucks says you stay on your side of that fence-badge or no badge. Marinate on that. And I am not going to say that the officers could not have done more, but wasting heroics on a drug-addled criminal who is actually fleeing his 3 warrantsshould hardly be expected for the job.

Then again, if he had harmed her, there would be activists saying that people don’t care about the homeless-even more so, a homeless woman. Catch 22 on many social issues. If we go further back, if this guy made a court appearance, he might have not had the fear of dealing with the cops. Nobody mistreated him prior to him entering Town Lake. About Uvalde, from what I have heard, I have to agree with you. There are no words or justification that I can see so far for the handling of the situation. Just an epic tragedy all around.

I saved a drowning person and almost died. These cops are not at fault. Your video is trying to make them look like they are evil. The guy was warned multiple times. Its sad but the cops are not at fault this time.

It's your individual responsibility to know your abilities when entering any body of water. If you try to save someone from drowning, ESPECIALLY in the middle of a lake, you're only ensuring the coroner will need to bring two bags. Instinctually the person drowning will grab you to try and get air, and will pull you under in their panic. In the ocean, it's a little different because the water is moving, but there is still a good chance you'll both die. It's sad, but life is sad sometimes. The officers did nothing wrong.

@@DelightfulDissident I agree with you in this situation, but not with George Floyd. I don't know how anyone can watch that video and say he wasn't murdered. You have to just be choosing political sides to completely disregard what happened in that video. I wish people would use rational thinking instead of "I'm going to go with whatever this political party's opinion is." That man kept his knees buried in Floyd's neck for 3 minutes after he went limp and pissed in the street with people screaming to check his pulse. The officer allowed his ego and rage to take control. George Floyd is no hero, but he is a victim. As far as this situation, I don't think the officer was fully grasping what was happening. I can't know for sure until I can actually hear his tone of voice, but it seems like he just thought that guy was trying to stir up drama or something. I don't think this officer did anything wrong based on what I'm able to see.

As someone in the legal field there is case precedence stating that: Officers under color of law do not have the "duty to protect citizens from a harm they did not create". He jumped into the water on his own, the officers did not throw him into the water. Thus, they had no duty to save him. See court cases: Deshaney v. Winnebago County Department of Social Services (1989) and The Town of Castle Rock v. Gonzales (2005). And the cases I linked are a hell of a lot more unfortunate and controversial, but are still relevant.

Cops just felt I’m not even touching this guy he is homeless and dirty. Original video it’s clear the homeless guy became unease after they told him his wife said he was swinging in her direction. After that he puts his cell phone down and began making reference about the water. That was a clear sign for someone that’s at Rock bottom something was at mist and he should’ve have Ben brought in for mental evaluation. They could prevent a suicide by asking the homeless guy to simply step away from the railing in case if anything happens they would have more space and better equipped to prevent something worst such as letting this homeless person going through a stressful situation where officers were called to the scene go swimming in a lake. The excuse they were checking to see if he had any warrants means he was held for questioning and should have not had the opportunity to hop the railing as if he had warrants then he would have been place under arrest. You can arrest a person if you let them free climb over a rail then casually swim to their death. This was below them and they had not interest touching an unclean person

It's not only that there must have been posted signs clearing any rescue person the legal reason: Danger: No Swimming Permitted; and so, no officer needs to jump into a water area where such posted signs warn. Next important point, with a restricted no swimming permitted area there are no flotation devices attached by rope to the officers we see with lifeguards. Even in permissable swimming areas once a lifeguard is dispensed on a beach an alarm is sent to support staff able to drive rescue boats. One can see all these steps on the 1980s TV show Bay watch.

Saying it's impossible mAkes you look highly uneducated and borderline mentally challenged. I could think of several lifesaving managers they could have used to save him. They could have thrown any buoyant object, a rope, an inflated trash bag, a log, a boat, I would go on an on. They just didn't care. I had a buddy when I was small having trouble swimming a stranger threw him a seat cushion from an old couch near the lake. Definitely not even remotely close to impossible.

If you know anything about swimming and if you've ever taken a CPR class for swimming you would understand that it doesn't matter how big the person is you get on your back and backstroke keeping both of your heads above water. It's not hard it's dangerous but it's not hard.

Expecting cops to jump into the water below with no clear way to get back out and while wearing their patrol equipment is unreasonable. The decedent caused this and is 100% responsible for his own death here. It's one thing to expect first responders to risk their safety to help others; it is something completely different and completely unreasonable to expect first responders to commit suicidally dangerous acts of bravery to save people. You can't just expect police to lay down their lives for you. That's not how it works.

And the guy in cause is huge, it's different if you are rescuing a skinny or small person, even then the risk is there. People should get swimming lessons or at least be conscious that if you are drowning and someone is try to save you, be calm. ( I wonder who gets calm while drowning.)

So I understand that they couldn't just jump in after him... but couldn't they have: 1) called in for some counselor to speak with him initially ,based upon the wife's reports and his behavior during their talk etc. 2) called in for a rescue team to help get him out in a boat or something? 4) called for ambulance after seeing the strength of that current 3) called in backup of any kind once he got into the water Sorry if these questions seem stupid ... I don't know anything about this and would like to hear more about what would've been realistic to accomplish in their case.

Why would a cop in full uniform with 25-30lbs of gear jump in to save a man they told NOT to go in for him to pull the cop under with him? They are not lifeguards nor was there any life preservers around to throw to the guy. It's not like they refused to throw the guy something that was laying beside them. It's tragic what happened to the guy but I would not have jumped in either.

Cops carry life flotation device frisbees in their trunks, it is part of every cops inventory in their car. It is called a ResQ Disc. They didn't even try to go get it and throw it to him at the very least...

He said the only ppl he knows that carries anything like that is rescue and possibly DNR that is on the water. We have a massive lake and a huge river and they don't carry any devises like that.

Me and my 5 year old got dumped off a tube and even with lifejackets my freaked out kid kept pushing me under the water. You absolutely should not attempt to retrieve a grown panicked adult with no floatation devices and no sufficient backup. You are putting yourself at grave danger. Those police were not RESCUE.

Why didn’t his wife jump in and save him? Why is she complaining that the officers didn’t get him? There would be at least one officer who drowned trying to save him. Even a strong swimmer is no match for a flailing, drowning man. This is tragic, but the police are not responsible for every dumb decision or the consequence of it. He knew he wasn’t supposed to swim in the lake, but still did saying “I’m going for a swim”. He is a grown man, who made a dumb choice. Then consequences happened. Maybe the next person will think twice and decide not to jump in.

While I don't think jumping in after him would have been the best bet, I think where it looks bad on the officers is how nonchalant and unconcerned they appear even after he is clearly in distress. After he tells them he's drowning one of them said "no, you're not." They even told his wife to be quiet when when she began begging them to help him. It isn't the type of compassion I would hope someone would have watching my loved one's last moments.

For example your Patrol in the street is a car on fire somebody stuck in the car you gotta get over there and you gotta get that person out. You are everything when you're a cop. A building is on fire you would have to go in that building. I have a friend that's a cop and he told me you can get arrested for Not saving somebody of letting them die criminal charges. For example 2 you see somebody getting beat up. You need to step in the help. Not watch. The person you didn't say you're getting beat up. 1st thing your chief is gonna say to you is why didn't you stop that fighI didn't you Save that person's life. That's an officer that doesn't care that we don't need them we need people who care in this world

And asking officers to jump in after someone when they have not been trained or given the proper tools to save someone from drowning is dumb and selfish. I can post links to prove that it has already been ruled on by the Supreme Court that officers do not have a duty to protect someone that's not already in their custody. Not intervening in the commission of crime like the example you gave of a guy getting beat is a different topic. Cops are probably required to stop the commission of a crime, but drowning isn't a crime. So your "friend" either doesn't know the law or explained incorrectly or you misunderstood the context... if you even had a friend that said such a thing

What is wrong with some people. Do you understand that two police officers just stood there and watched a guy literally die without doing anything but making fun ? Not even panicking or something. And you keep saying "oh, he made his choice, police didn't throw him" what if he had mental problems? What if some random guy or woman feal dizzy and accidentally fall in the water next time? We dont get to see when he starts drowning so we dont know if their attitude changed. It takes about 5 minutes to drown give or take, they likely thought he'd be fine and when they realized he wouldnt be it was too late.

What bothers me about the media is that they put stuff like this out there but they don't bother to explain that any kind of water rescue training teaches that you only go in the water with the individual as a last resort. Without any proper equipment to extend to this gentleman to try to help him would have prohibited them from helping him. Instead of the media offering facts on both sides, they create a whirlwind of speculation and accusation. All of it is unnecessary.

Unless you are a trained water rescue person, I really can't get that mad at them not jumping in to save him. But it sure would have been nice to be able to throw him a rope or life preserver.

If they can find money for military grade equipment, they can also find money for actual life saving equipment for the people they have to interact with on a daily basis. So maybe one less armored car, and use that money on actual life saving equipment. This is the USA, not the UK, I would never expect cops to have to interact with people in a nation of so many guns, if they didn't have guns themselves!

You have mass shootings almost everyday in America and still fail to understand that you got a mental health issue on your hands. This man was mental unstable, they should have detained him for safety the same way they would have done to their own relatives and get him some mental health help. What if this man was a veteran who had served in a war and got home with mental issue? Is this how you treat a veteran? In most nice states, they have a police unit that is trained to deal with mental health people. If this was one of their own, would they have just stood there without getting help? What happen to serve and protect?what happen to no man is left behind? America the first world country with milk and honey,with too much freedom don't care and don't love each other. Most can't even say hello to their neighbors or ask how are you doing today, some don't even care to know how their children are doing or feeling. If I didn't have something to throw him I would not have gone in either and I'm a good swimmer. Even a man could probably only rescue him if he would comply, float on his back and let himself be towed but they rarely do, fear takes over. I could only rescue a child. I'm just not strong enough, drowning ppl always try to climb you. On another note, why do so many people never try to just float on their back? Kick off their shoes, remove any clothes that you can and just recover your strength on your back. I dunno, just always something I think about. Very sad. Horrible for his wife to witness.

It's the cops non caring attitude that makes them look bad in this situation. They were laughing and being sarcastic instead of being professional. They could have at least looked for something to throw to the guy our tried to call rescue services. These two are not just bad cops , but they are horrible people! Checking his background? If he is not accused of a crime nor did he commit a crime, then why are the police looking for a crime? In my opinion the police are absolutely responsible for the situation, they caused the escalation of the situation. I have no doubt that both officers really feel bad about the outcome of this situation, and may they both learn from it.

They should be moving him away from the edge. It was obvious to me immediately that there was risk of him jumping over. He should've been moving him off the bridge. Then he trespasses over to wear he structure doesn't allow for ppl to travel n. They watched him drown. They didn't even call in for emergency crews. They basically put pressure on him to get away from them by not leaving nor seeing the risk involved. They didn't even care.
