Hi Kèn. I am a retired American living in Vietnam. I recently married a Vietnam woman. She is from the province and deaf. Her family built her a house attached to the original family. So why we live in a new house in Dai lạc, Quang Nam province. I have my TRC and of course marriage certificate. And trying to open up a Vietnamese Bank account in the province (during) Đã Nang's lock down was a nightmare!

UPDATE: On July last month, I have just opened my Standard Chartered account with the 30 days tourist visa ONLy. It was the Hanoi branch.

I went to the HSBC and Citibank in HCMC. They were very hesitant to open an account. Lots of communication problems and a bank account was never opened.

If you have a work permit and set up a account... then you can transfer money into the account without a fee? and withdraw without a fee? and transition between Dong and USD without a fee? How much is the monthly fee? Note that withdrawl fees from us banks to dong via atm are not too expensive. Yes, it is possible to open a bank account with a Vietnam passport only.

I guess I'm still a little confused. As a foreigner, say.....coming to spend a few months (5 or 6), I wouldn't be able to open a regular bank account to receive incoming funds but I could open a foreign currency account (presumably to transfer money in and then exchange it into Vietnamese currency)? Is that correct? Thanks

Thanks for your comment. You can open a bank account either in VND or foreign currency as long as you meet the conditions described at 1:46 irrespectively of the period of stay in Vietnam.
