I think the majority of its made in 3rd world countries and targeted at children who are unsupervised. It's definitely sickening that google is turning a blind eye to it because it gives them money. I can't ascertain the intention of them though other than tricking those kids into downloading the games and spending all their parents money. Possibly grooming them to be willing victims?

I know that the ads rely on making themselves as outrageous and cringey as possible. So that people will show absolutely insane ad they got on social media to several others, doing the ads job’s for them. And if an ad becomes a viral meme like atlas earth, there could potentially be hundreds of people spreading the word about the product, effectively doing free advertising for something they just see as a funny video. I think a LOT of the really well known ads like mafia city, state of survival and most infamously, Evony are (I think ) made by a company from Hong Kong called BlueVision Interactive Limited. But information on them is scarce, because they’re a VERY private company that’s limited by shares with no info on them in english. (I’m also not completely sure I go they’re name right, because there’s several businesses with the same or extremely similar names listed in HK company directories. So I could be wrong) But to me, the weirdest thing about these ads (like with the elsagate stuff) is that we’re still not sure who or what makes them. I personally don’t think it’s AI, because this stuff has been churned out since 2018, at least. Which is WAY before any type of Ai was developed enough for anyone to consider using. So unfortunately, these ads were likely made by an unfortunate human who is forced to make this sludge to earn an extremely meager paycheck… Id really, unironically, be interested in hearing a testimony from a former employee who explains what it’s like to have worked at one of these “companies”. For whatever reason, I find these videos and their origins to be extremely mysterious and I just wish I knew more about where they came from and how they’re made.

It’s for dumb kids to click on mostly. Outside of that, I’m pretty much convinced at this point that almost all mobile and online advertising is just a circlejerk, nobody actually clicks on these ads, even if they don’t block them, it’s all just bot farms and the occasional person dumb enough to actually interact with them. I don’t know a single person, or anyone who knows someone else, who has ever bought anything from an online or mobile ad, let alone regularly.

Also, the legislation is kinda pointless, cause the companies producing these ads are almost all based in China or other overseas countries that don’t really care. Google and the ad service providers are probably immune from having action bought against them because of Section 230. Essentially, ad regulation is behind, and doesn’t really cover online advertisements, and even if it did, the people making the ads can’t be prosecuted anyway, cause they’re overseas.

I suppose that's what differentiates mobile ads to TV ads: TV is easier to regulate as advertisements are usually from companies contained within a general area or country, whereas mobile advertising is done by people from anywhere thus making them harder to sue or find information on them as Luna Nora mentioned. Because advertising laws likely differentiate between countries, it would only make sense to have a hands-off/free-for-all market. (Basically what you stated lol) STILL, that doesn't deny the fact that these are just utterly bewildering.
