Thats not money thing. South-Estonia get also same amount, but towns are clean and nice to watch. Narva local politics are littlebit corrupted, thats the case.

I'm not sure how government funding is distributed in Estonia but i certainly had the impression there was a lack in Eastern Estonia mate.
