No because bagpipes were used all over Europe during this time. It's not a Celtic element. Bagpipes back then were as common as how a guitar is common all over the place now. People confuse bagpipes with being Celtic. Bagpipes aren't even a traditional Celtic instrument as it was introduced in Celtic regions by the Romans who they themselves also used an instrument you could call a bagpipe.

Fun fact: the bagpipes you hear are there because it's a celtic instrument, and the portuguese people are descendants of celts (who got extremely romanized, but celts).

Well, the most Southern parts and the most Northern parts of Portugal were inhabited by Celtiberian tribes, while regarding the Lusitanians (from central Portugal and which is the tribe mostly associated with Portuguese identity) we are uncertain if they are pre-Celtic or Celtiberian. Some authors from Antiquity claims they were Celtiberian, while others differentiated them from other Celtiberian tribes, thus making them a pre-Celtic tribe. Archeological findings suggest the later option is more likely. Certainly the Portuguese are "less Celtic" than someone from the British Isles or Ireland, since unlike Ireland or Scotland, we had the Roman conquest, the post-Roman Barbarian conquest and the conquest by the Moors.

I’m reading the Lusiads all over again. When I read it for the first time I couldn’t understand a thing, I didn’t know what it was about. Reading it now and after watching this video, I realize it’s about the insatiable human desire for adventure, discovering new places, new people, and building something good. It truly is an epic comparable to the Iliad and the Aeneid, and about a people braver and more bold than the Greeks, Romans or the sailors of Carthage. Their God is greater and His glory is everlasting unto all generations.
