-Yes, this [7:43] is a pun using the words [馬 - uma] which means horse, and [上手い - umai] which means good at/skilled. I tried my best...
-About that comment Subaru makes at [16:48], I'd have to dig it up to be 100% sure, but I feel like I watched a SubaMio stream where they watched Mio's debut stream in which she sort of embarrassingly says that she wanted to be a guardian lion-dog [狛犬 - komainu], you know, those lion-dog statues you see at shinto shrines. I remember them mentioning that Mio's clothes have that sort of shinto-ish style to them because of that reason. So she's sort of implying that she has to do better if she wants to become one (it's what I'm getting).
