There was a fatwaa he had regarding the one who comes late to the salah and he does not know if he caught the imam in rukoo' or he started moving from it. It was on noor 'ala ad-darb perhaps you can look for it and post it here so we can benefit

@@iymuslim I just found your answer, if you go back the explanation of al-uthaymeen may Allah have mercy on him on umdatul-ahkaam, he says in the explaination of the two hadiths before the hadith the ustadh speaks about in this video (2/29): [my translation of which is:] What is given consideration is the Imam reaching the sujood, not him finishing the statement [of the takbeer]. And if you are far away and cannot see the Imam, then we say: if you cannot use water then do tayammum [meaning: the shaykh is giving a parable that since you are not able to do the original thing requested from you, then you may move to a secondary substitute]. So just like that: if you cannot witness the Imam and cannot know if he reached the ground or not, then you go based off his statement [i.e., the takbeer, and Allah knows best]. Except if you know that this particular Imam does the takbeer (immediately) when he starts going down and completes his takbeer before reaching the ground: then you should wait [and not go based off of the takbeer since you know that he usually is still moving after he finishes the takbeer] until you have 'alabatu ad-dan (pretty sure) that the imam reached the ground
