Because this country doesn't have any of it's own car brands left plus we are so backwards it hurts.

OEM made armored cars are far superior to the ones that get armored by a third party, and neither Jaguar nor Land Rover makes armored cars anymore. So the only options are Audi, Mercedes or BMW, and theoretically he could get a Suburban from the States, but that would be silly.
