People need to stop making excuses for CHEC. Engineering design work should have been completed long before construction work began. CHEC should already know exactly what they are dealing with and should have plans in place to deal with the flooding issues. Scope changes and addendums during construction add significant costs to projects and negatively impact the overall schedule. Changes at this stage should be avoided unless absolutely necessary and would indicate poor initial engineering work and studies.

This rain might hold back the rain a bit but it is good at least the engineers can see the flood areas etc

It seems to rain a lot more in East St Thomas than in West. Even though W St. It is much higher and has the Blue Mountain Peak.

There is a big drain pipe in that hole, and you say you're not sure . How can it be a light post .just one looks can see that it is a drainage system
