You're not entirely wrong. That is likely a form of Vectron (the main villain from Dig 1 and Heist), given its advanced tech.

I've played all Steamworld game series, they are all cool, and well done, and they still live up to standards today, if you want an fantasy deckbuilder RPG, they got it, if you want an Adventure sidescroller, they also have it. If you like future pirates with turnbased combat. They got it, now this.

I wish they made more action mining games based on steam world, maybe even a first person survival crafting game. Those city manager games are so boring.
