So Clem is basically a Void entity (perhaps even something akin to the Man in the Wall) who exists outside of time. Steel meridian consists of defected grineer who have a genetic defect meaning they can deny the queen's, so it's supposedly ingrained in them to not have free will (unless they have the defect). Then there's the defection missions where we assist grineer in leaving the faction
