The initial design for the Infirmary was crafted by architect T.H. Fleeming (1849‑1935), known for his notable works such as Barclays Bank on Lichfield Street (1876), the College of Adult Education on Old Hall Street (1899), and the late 19th-century spire of St. Jude's Church on Tettenhall Road (built-in 1867‑9). These structures are all Grade II Statutorily Listed Buildings. The former Higher Grade School on Newhampton Road is also included on the Council's Local List.
Constructed by Wolverhampton builders Henry Willcock & Co., the Infirmary came to fruition at a cost of £13,000, opening its doors in 1888. Initially, it offered three men's and three women's wards with thirty beds and five children's cots. A significant portion of the funding came from local philanthropist Philip Horsman, renowned for donating the Art Gallery to the town. His generosity is commemorated in the Fountain at St. Peter's Gardens.
The Infirmary's architecture features red brick with intricate brickwork and stone embellishments, adhering to a simple Gothic style. Its irregular plan is capped with a plain clay-tiled roof adorned with crested ridge tiles and two spired turrets. One turret bears an inscribed stone plaque reading: "EYE INFIRMARY AD 1887." While some original sash windows have been replaced, extensions added to the west front in the late 20th century have somewhat altered the building's original character and appearance.
