Man, every time i hear of people having to have a vehicle certified i feel bad for them. I'm in Mississippi and cars here don't need to be certified/tested. As long as it moves under its own power and has a seat belt you are good to go, nothing else matters.

Wow, I wish we had laws like that for our cars. The process in New Zealand is quite strict and costs a lot!
