I have a different theory... I think that Dr. Quack chose to retire as a coverup of his murder of Ms. Birdy. If you look at Ms. Birdy's change in appearance after 2013 she appears to be more Duck like and her voice is more like Quack's. I believe that in a domestic dispute Dr. Quack killed Ms. Birdy (He is very good with knives) and spent the next two years wearing her skin and impersonating her. This eventually became too much work for Quack and he elected to close his clinic (Which he was using to make the pets sick) in order to focus more on the necessary operations at the Adoption Center. Dr. Quack wanted to become mayor so that he could gain more power in the Webkinz World, since due to his megalomaniacal tendencies he is trying to seize complete control of Webkinz World.
