For those who are wondering if Prag was selfish for not remaiding. It's against the FIDE law to talk during the game with opponent. Even to say your time is almost over. You can directly lose your game for this.

He could probably realize that guy was supposing there was time increment and yet let his time ran without saying a thing (he for sure though it would be the easier win of this life against another GM) then the time ends and now he seems to become away of everything and act to look cool, but we know he was aware of all of this. That is why he apologized.

Organisers usually send an email to all the players with a PDF stating the rules. It’s their responsibility to read it. A lot of players don’t read them because they assume that the rules are the same in every open tournament.
