This video explains how the Wayuu Mochila bags are created.
The Wayuu are one of the largest suriving indigenous artisan communities in the world. They survive and sustain their families through the manufacture and commercialization of Wayuu artisan products like Wayuu bags; their most popular product.
These crochet beach bags carry an ancestral weaving tradition.

The strap described at 4:22 on the video is made by a technique called ply-split braiding, described in Peter Collingwood's 1998 book "The Techniques of Ply-Split Braiding". The strap is made entirely by pulling cords through other cords (not over and under). This technique was traditionally used by nomadic people living in the desert between India and Pakistan to make girths and other items for their camels. Plate 120 in Peter Collingwood's book consists of two photos taken in Colombia around 1970 by Marianne Cardale-Schrimpff, and show a man ply-split braiding with a two-ended needle. The caption says he is making a horse crupper.

A beautiful technique. I am confused that the narrator keeps on calling it "weaving" since it's crochet. Is the word for crochet and weaving (and possibly knitting) the same regardless of craft?

He uses the verb tejer as a general word for textile creation. If he wanted to be specific about the type of technique he could say 'tejer en crochet, tejer en punto (knitting)' but you're right, saying 'tejer' without specifying any technique is usually understood as weaving.
