That's because after conquering Romania, Bulgaria and Greece and handing northern Transylvania over to Hungary, Soviet borders became extremely suitable for defense. Carpathian mountains of southern Transylvania are very easy to defend with relatively small forces and very distracting for the Axis because from there it's quite easy to knock out Hungary and reach Austria.
