I adore the concept of this and would love to find a way for it would work logistically , but it’s difficult since conference membership is far more encompassing then just one sport, it brings in all a school’s sports and clubs and even incorporates different research and academic collaboration programs (with some exceptions).

That's a good question! I could be wrong, but I actually think relegation actually produces stronger leagues because even the teams at the bottom of the table have motivation to play well and win games, unlike the teams at the bottom of the NFL, NBA, etc. who are, in some ways, trying to lose to ensure the #1 draft pick.
