You mentioned using RSI, there's also MACD, a trend following indicator that could be combined with momentum (although I don't have the tools to back test this). In technical analysis, when a stock trades sideways for a long time after having dropped somewhat it's often considered a launchpad indicator that the stock is about to take off. I think that this would translate to a neutral price momentum that is neither rising nor dropping so we have equilibrium in the market indicating that a value stock is no longer a falling knife so it's now ok to take a position.

in my experience better to go for such a stock when it actually starts performing on the upside, otherwise one can get frustrated holding it for possibly a long time.

@@smp6579 this is why some investors purchase value stocks that have internal fundamental momentum indicators that have not yet been reflected in the price. They can be improving ROE, recovering FFO/Unit for REITS. The Can/Slim approach made use of internal momentum indicators.
