That is because most management outside of engineering are not judged by their adherence to defined requirements but instead by their agility to achieve planned results on time, or ahead of schedule. If they must manage such things outside the purview of written requirements, they will, as long as they think they can reasonably manage the risks.

Well said. Some people within the organisations, including some bosses, consider the Document Controller position as a funny, meaningless position, basically lower than a secretary.... but it is a hard work, requiring 100% focus all day long. Not to mention the document controller is supposed to be a scape goat for many jobs within the company that do not really belong to the doc controller responsibilities- filling in the excel charts for commissioning, and others.

The one piece of document control I find missing from this brief introduction is the disposition of obsolete documents. Further, consideration should be given to presenting this description of document control within the context of PDCA, which would include all of the respective controls stated as well as the disposition of obsolete documents.

What certifications and/or level of degrees are generally required to be a document controller?

For the most part, nothing outside internal training. About the only courses one would find relative to document control are those associated with engineering level document controls, specifically, the initial release, distribution, and revision of engineering drawings. Most organizations I have audited, have far too many documents they identify as "Controlled Documents" I find this in most cases where the variation inherent with the process being defined by such documents is not clear and neither the severity of the occurrence of such variation. If for instance the severity is low to inert, where process variation could potentially occur, then what is the necessity to control documentation relative to such as process? Documentation in and of itself is an extremely poor method of process control. Its a good method however for information distribution where the documents absence or inaccuracy could result in customer dissatisfaction and or regulatory non-compliance. Most organizations I have audited go overboard and implement document control for everything (Shot gun approach), which results in an extremely in effective system, and the very risk of an important document being inadequately controlled, simply due to the vast complexity of the document control system.
