What I think is the vex was the soul of an allay that has been punished so much by the pillagers that it died a painful death causing it's soul to obey everything the evoker says even though it doesn't want to like hurting villagers, humans, and other allays so it can avoid going through that sad and tortured life again.

Maybe they capture the allay and kill they for the souls of the allay that's why they can go through walls and they manipulate the allays to believe that the villager and Steve kills they for fun so they can help in raids so that's why they attack villagers because they manipulate they in getting revenge on the villager even if they did nothing wrong
