Jedi masters have access to the vaults, not just council members. This was the entire crux of why Anakin was making such a huge deal about being made a master when he was appointed to the council. So by your logic, regardless of rank, any council members could freely access the vaults, that would mean Anakin would have had everything he needed before Sidious revealed himself to Anakin, and there never would have been a Darth Vader.
