Personally I feel like Snivy and Piplup are more likely to be two of the starter choices just because they both have obvious French influences. Snivy line is based on a french aristocrat and Empoleon is Napoleon. Scorbunny could also be a pick because of how popular soccer is in France.

Gen 1 and 3 startes are unlikely as they have megas so are unlikely to get new regional forms....

I dont really agree with the assumption that they wouldn't pick from the same gens as the PLA starters. I actually think the starters will be getting new megas and so they wouldn't be any species that already have one

The logic has some huge flaws, mainly with the sinnoh and unova/alola/johto regions not being picked, i think they have the highest chance(along side 1 galar mon) Kanto/hoen starters already have a mega form, and my theory is that the starters for Z-A won't have a different final form, but a mega form. My picks are chimchar or tepig(new mega with a different secondary typing) snivy or chikorita(grass mons that felt underwhelming) Sobble or popplio(could maybe recive a "cooler" form) But the popular piplup, snivy and scorebunny also work(french mons) it would also be nice if the kanto mons also had a mega form

Here are some starters idea for Pokemon Legends:Z-A! Snivy Scorbunny Piplup Serperior is based on French Royals that's gain pure-Grass type, but what regional form should be Grass/Steel that never add for the starters from French Royal theme. Cinderace original form pure-Fire type seem too basic but, what if regional form going to be Fire/Electric because, their France football in France sport game. It will be really it's becoming Fire/Electric feet look like rollerblade that learned a new signature move. Please no more fire/fighting type! Empoleon is based on former ruler of French, Napoleon Bonaparte! After 7-star raid it's shown Ice Raid because this will be hint going to Water/Ice, their no penguins in France.

One other factor to consider is that the Gen 1 starters were available as a pseudo-starter set in the original Kalos games.

We really don’t need another fire fighting starter…..

I think it's very unlikely that we'd get Kalosian Gen 1 starter evolutions - they're already a part of the Kalos Dex as the Prof gives you a choice of one of them when you first arrive in Lumiose City. And their Mega Evolutions were introduced here. So that means the native Kalos evolution of Charmeleon is Charizard as it has appeared since Gen I. If they aren't giving the final forms the Regional variant treatment a la Hisui, then I think Gen I is far more likely a choice. But I actually think they're going to stay with the 6 starters from X & Y - the 3 Gen I and the 3 Gen VI, and maybe give us an alternate Mega Evolution for Venasaur and Blastoise a la Charizard, and finally give Mega Evolutions to the 3 Kalos starters.

I think the starters here will be Snivy, Scorbunny, & Piplup

In my humble opinion… Grass - Chikorita Fire - Tepig Water - Sobble Final forms would be Grass/fairy Fire/poison Water/psychic

With the return of megas I doubt we would get gen 1 or 3 pokemon. Except the zard, Pokémon Company and Gamefreak have to give their chosen one a 3rd mega.

This I find this approach interesting. I would have made Kanto/Hoenn off limits because they have megas.

I feel like the three starters would be 3 starters that dont have megas receiving new megas and then maybe also getting either the kanto or hoenn to choose from like in the original you get for free

Loved your approach, but I do think its more possible that that revisit the ones that were recently used on those newest games, that give another form for those that have mega evolutions And there is a really strong and very possible theory that its gonna be Serperior, Cinderace and Empoleon cuz of all those french influences

I think the chances of one of the starters being from Gen4 are pretty high, considering that amongst the earlier gens, the SInnoh trio it's the only one without any mega/alternative form

I just hope for another gen 7 starter (hopefully Litten)

For my money, I'd like to have Snivy (Rowlet has already been used up for the 1st Legends game & Snivy is the 2nd best thing to go for), Totodile & Chimchar/Fuecoco being the full trio. These choices made have no specific reason besides just my favoritism, tho Snivy does have French connections.

It’s not in the future, the trailer is just making blueprints for making modern Kalos (XY) look cool. It is a Legends game, so in the past. Not as back in the past as Hisui, but maybe like 50 years or so.

Taking out gen 4 doesn't make sense, also gen 1 and 3 have megas there is no way

You completely forgot that Legends Arceus's starters isnt ONLY FOCUISNG on past starters, But they are also including starter that DIDNT appear in that region's current NATIONAL DEX for a reason since 2 of the 3 starts DID NOT exist in the current region's National Pokedex while 1 did, which is why you cant just add ALL 3 or 2 of the 3 starters that has already appear in Kalos since it wont make any sense, which is why the only starters that have a best chance to be in LZA are: A Alolan starter, A Galar starter and either a Unova starter OR a Sinnoh Starter.

i would like Venusaur, Mudkip and Scorbunny honestly. also, i will be making my predictions for Z-A along with my own Legends game taking place in unova!

I do personally lean towards snippy, piplup and scorbunny as the starters from these games but out of your picks I'd definitely choose treeko
