The Mediterranean Sea is crisscrossed by traffics of every kind, some legal, others lethal. Lethal cargo can take the form of poisons sunk into depths of the sea, or of desperate human beings milked of their wealth and packed into leaky boats. Over five years the producers have been gathering the elements of a tragic and terrifying story. From an overview of the migrant crisis we come to the situation today. We pass on to the situation in Libya and end in Italy, with the arrival of a new boat load of migrants, each with a unique story and a uniquely desperate situation.

Oregon is an example of how not to decriminalize. Oregon left the black markets/supply in place and created a sponge to soak up hard core users from other states/areas where they are subject to arrest. There are many reasonable arguments to or not to legalize/decriminalize hard drugs. Oregon’s approach increases local trafficking and organized crime by attracting a disproportionate number of hard core users to the state. This approach fuels more local addicts (by attracting from other states) committing low level crimes to feed their habit. Local organized crime/traffickers reaping the benefits. Oregon left in place and concentrated the worst aspects of the drug problem in an attempt to treat users more humanely. Robertizo is correct regarding the impact to Portland. Wesmartyn is correct regarding blanket prohibition not working if the intent is to minimize the overall impact of drug use/abuse. The current war on drugs approach is widely viewed as a failure which overwhelms the criminal justice system, enriches criminals and kills 100k+ Americans annually. Something needs to change but should be well thought out in advance to minimize unintended consequences.
