Reincarnation first needs to be understood, not anyone reincarnates as a human being as ordinary beings are governed by laws of karma/action-reaction, the word for reincarnation in Tibetan is trulpa or trulsku, meaning a form realm bodhisattva being, a being who has unbiased compassion for all sentient life and wishes to free them from suffering, there are two types of such beings, one who has vowed to not enter the final stage of enlightenment until all sentient beings are liberated and one who attains enlightenment first and then helps all sentient beings. Such beings have command over where and when they will be born or enter the form realm to help sentient beings, depending on the level of spiritual attainment. Bodhisattvas such as the Karmapas leave letters determining where they will be born and to whom, many miraculous signs are seen or heard, like rainbows over the house such a being is born in or conch shells blowing through out the valley while no one can be seen blowing them as in the case of the 17th Gyalwang Karmapa (watch Reaching for a Sign documentary). When such a being is found and brought in front of another being they recognize each other and further tests are conducted as identifying things from their previous life, few prayer beads are put in front of the boy and he has to choose the right one and same with other dharma objects and so forth.
