Where and how did she ger her guns though? Noxus has bought munitions from Zaun/Piltover before, but it's never been in a regular capacity. Sure you mention Noxus having blackpowder, but that's not something you straight up mine, unless Runeterra's "black powder" is somthing different from the real world's. Also, there's a lot of development to go from crude muzzle loaders to slick magazine fed breach loading automatics. Side note, firearms really should have a bigger impact, let alone the fact that the steampunk cities have already made full-auto breach loaders, combat cyborgs, and death rays.
