There were already many lying spirits. Ahab had already listened to many, many lying spirits previously and so too his false prophets. God clearly knew that and that Ahab had rejected God following lying spirits already.

A very contradictory story in more than one way. God is lying to Ahab by having the lying spirit lie to ahabs prophets and Micaiah (technically condoning it and lying in proxy) It’s just that Micaiah told ahab the truth after ahab called him out.
