I think people see the Land reclamation projects of UAE, China and Japan, why doesn't India make total new Islands to increase the land area of Mumbai but we need to understand that these Land reclamation are all subsiding at huge pace where as the Land reclaimed by Mumbai, Some places of old Hong kong and Netherlands were done slowly by adding strips of Land which is more sustainable and only faces problems in case of Sea level rise but not have encounter problems like land sinking.

Palm Jumeirah is one of the stupidest way of reclaiming land, they are created a sinking beach suburb for ultra rich If you reclaim land it has to be contiguous with proper sea walling not like some stupid plant design Also this takes decades and proper planning

best solution is to provide these cities with tall multistoried buildings which can include commercial residential purpose , so that in a small place many families and people can accomodate , socities must include bazaar, medical clinics and small police station cmall fire department so that each society has their own ecosystem to live on

But on the other hand where we can build 4 individual detached houses we can make multi storied building with more capacity to hold people and families... Both can be a good option
