I don't think that evolution is the right word to describe what's going on here. He talks about things that happen to all existing species. The system has been designed to tell cells where to go because the end goal is known. And, it's natural selection that makes slight variations (within limits) to the genes in the cell in question.

So it would be a huge evolutionary advantage for a cell if its parts were kinda individually competent, and for a multicellular organism for its cells to be individually competent, etc. So I can see a sense in which things would evolve to be "evolvable", you know?
