We're in the shop today, modifying a motor mount and talking about the welding fixture table.
This is a 2 axle switcher design, based on Bill Gardei's NB-1 locomotive, as described at www.islandpondrailroad.com. A number of things have been improved upon, including the motor mount, which is covered in this video. This particular build is a little different from our normal design, so I need to modify the motor mount.

Hey. Aaron, nice work on the motor mounts! You do so much for folks into back yard/ live steam, sharing your knowledge with them! If I was to get in to the hobby, I would surely get you to build me a locomotive, you are a true craftsman! Good luck on all your projects! Take care!

On the long run Aaron, for a better cost control, guarantee of parts availability, getting a laser cutter is a smart choice specially if you already have an air compressor. For thin metal like that 110 volts is good enough. Fast, no thermal burn like grinder. More quiet, cleaner with far less dust. You just need to make a jig slightly bigger to follow with your "pencil" cutter. Like holding your welding one, but in a more faster move. Some starts for not much and will last the time they last. Just like welding, their tips are´nt eternal and must be replaced. In an afternoon you could use a 4 X 8 sheet in a huge stock of these mountings, or anything else. Excellent for a faster building turn around with already in stock parts. Banta is a friend but anything bad can happen, then you´re stuck. Your jig should be used as a cutting master. To start cutting it´s easier to start from the side of your sheet or drill a small hole as a starting point like holes for ventilation. Your choice of bending or welding the holding ears. For eventual customers it´s also an excellent marketing point to already have in stock needed parts. At least low cost ones that need cut, bend and some fabrication. One important caution about laser cutter. Special googles must be used. Less darker than welding ones, so you can see what you do. NEVER PUT MEAT ( HANDS OR FINGERS) IN FRONT OF THAT LASER BEAM IF YOU DON´T WANT TO LOOSE IT. IT´S NOT JUST A SUNBURN. IT WILL BE COOK LIKE A STEAK ! Promotions in summer. Late fall and winter for building. Delivery in spring. It´s a summer hobby. Forgot that steamer for now. House is burning, not the time to plant flowers. Same with Ossippee cars. My 2 cents.

I would have ground a groove in the other side opposite the first weld to give a full penetration

You could put a different steering column in it and move the seats back

Interesting thought... ...but trains don't have steering columns.
