It's not for lust ( If it is, he is not doing a good deed ), if he wants to provide her with a home, warm water, clothes and education for her children, he can marry her. If the government passes a rule that each man can only marry one woman then all of the men can get married but 1 million women will not be able to get married. No. What will happen is exactly what's happening in the western society where marriage has severe penalties for men.
