Why is Bosnia and Herzegovina so complicated?

Bosnia and Herzegovina is a successor state to the former Yugoslavia. It had previously been a republic, along with Croatia, Macedonia, Montenegro, Serbia, and Slovenia. The remainder of those countries - despite some border disagreements have formed normal democracies. But Bosnia's High Representative is the ultimate decision maker in the country and they are not elected by the Bosnian people but is chosen by the Peace Implementation Council (PIC) as part of the Dayton Peace Agreement. Does this put it in a similar situation to Kosovo? Or is Bosnia more like Croatia? And can Bosnia join the European Union?
The constituent entities of Bosnia are the Federation of Bosnia and Herzegovina and Republika Srpska, with the entities sharing the condiminium of the Brčko District. It is populated by three main ethnic groups: the Bosniaks, the Bosnian Serbs and the Bosnian Croats. These are generally respectively: Muslims, Othodox and Catholic. The government is run along consociational principles.
There are claims that the USA and NATO or the European Union have total control over the country and so Bosnia is not sovereign. Is this fair? And is the EUFOR Althea mission controversial? Are there other factors? Should Milorad Dodik's contacts with Vladimir Putin, Aleksandar Vučić or Viktor Orbán raise concerns?

The OHR was part of the Dayton Agreement; it did not come later. The office was meant to be temporary until the country could run itself properly but 30 years later they are not there yet.

I visited Bosnia Herzegovina in late 2021. The tension is still palpable; however, if they come together it has a lot of potential. The country is breathtakingly beautiful, with great people

Informative for sure but seemed tilted against Bosnian Serbians. It is euro centeric presentation.

Not really, if anything it was too soft on Serbs. Like for instance she called the war in Bosnia a Civil War. When in fact it was more of an aggression, very akin to what Russia is doing in Ukraine.

@@mvs9122 It's not biased. My opinions are based on the ICTY Criminal Tribunal findings. Serbia and to some degree Croatia were part of the JCE. Joint Criminal Enterprise.

@@universalconquest4447 Russia speaking Russians in Ukraine are native to Ukraine as well, but Russia is still the perp being the aggressor. Same way just because Bosnian Serbs are native to Bosnia doesn't mean Serbia wasn't the aggressor. For one Serbia bank rolled the entire Serb army in Bosnia.
