Mumbai has around 400,000 auto rickshaws, while Delhi has around 70,000 and Bangalore has around 85,000. Also, Mumbai has a smaller area (in terms of roads) which can be serviced by autos (they are not allowed in South Bombay) and due to poor infrastructure. So, Mumbai definitely has a greater supply of auto-rickshaws which makes the market tending to perfect competition
Mumbai is an expensive city to live in and that leaves people with a smaller disposable income.Cartels where people collude to increase prices are a feature of oligopolies as the return is maximized. In Mumbai, if the meter prices are not followed, there will be a sharp decline in demand and a lot of auto-rickshaw drivers will not make any money. Low disposable income also ensures people do not go beyond what is affordable. Hence, a lot of auto-rickshaws will make no money if they all collude to not follow the fare rates.
To make matters worse for them, most of the Mumbai rickshaws are driven on contracts by the drivers. They do not own the rickshaws. One needs to pay anything from Rs. 300-500 to the owner as a daily fee. They need to maximize their returns to make ends meet. While in other Indian cities, auto rickshaws are mostly driven by owners who can afford to have few slow days.
