Western govts sanctioned Russia, many Western companies announced they will leave Russia. But only a fraction did. Some simply changed names and continued operations in Russia. If a market is good and stable, foreign companies never leave.

They are leaving because the cost of operations has gone through the roof, even with their big budgets they can't keep viable busonesses up... how do you expect locals to build businesses with nowhere near the resources of the multinationals, ridiculous energy costs, and increased cost of funds?
