Is there a reason you don't describe this as an incorporation case? I teach that as a key idea but am curious if I'm doing it wrong...

So the reason I don't teach it as an incorporation case (even though it it's limiting a state power via the Bill of Rights) is because the free exercise clause had already been incorporated in Cantwell v Connecticut (1940). I think this is an incorporation-adjacent case though, so probably no big deal describing it that way
