Drug menace is not something that is totally in hand of a government, after 1971 split of Pakistan, Punjab was and still is prime target of Pakistan so that India can be broken. And who compelled punjabis to do drugs? They did it on there own, nobody forces anyone to do drugs. Operation Bluestar was necessary to keep India one.
